Practically speaking though a level 5 dweller coming to the vault with 1 endurance misses at most 32 health, so you could still get them to at least 612 if you E17 leveled them from there. Health matters a lot more on survival, and so while you can still get away with less, personally for explorers and questers at least I'd want nothing less than the maximum possible 644 health.
Radio rooms for population definitely are even less desirable in survival because it brings level 5 dwellers, yeah. Up to you of course whether you want to or you feel it's worth training replacement dwellers. Tougher incidents like deathclaws or radscorpions might give them trouble, and don't forget that external incidents get tougher with the dweller level average of everyone in your vault, while internal incidents get tougher based on the level of whatever room the incident is currently in. Yeah, leveling 20 to 30 levels with very low endurance puts them at a serious disadvantage.
